The Boroondara Road District was proclaimed in 1854 and a Board elected in 1856. An office was established on Michael Lynch's property, in a group of shops on the north east corner of Burwood Road and Power Street. On the corner was a butcher's shop run by Williams, (later timber and building yards of Utber and Law Oldfield and Pridmore's grain store). Next door was a fancy goods shop run by Ann Spink, and the Board apparently used a room behind, and paid her rent and for 'attendance' and candles. Hawthorn and Kew became separate municipalities in 1860, and Hawthorn Council Offices were built on the site of the present Town Hall in 1861, but the Board continued to use the building until early 1862. The shop was later used by a plumber and became a Chinese Laundry before being demolished and incorporated into a new building for Fowler's Vacola Preserving Company in 1953.
