Building works commenced on the Camberwell Civic Centre on the 10th of December, 1967, and was opened on the 12th of April, 1969. It was designed and specified as a multi-use cultural centre to cater primarily for local community groups, schools and the council, containing the City Hall with seating for 1122 people, as well as the Civic Theatre, seating 450 people, as well as the council chambers and committee rooms upstairs. In its early years, before the contruction of the new Municipal Offices, the facility also contained a smaller Function Room, which was a popular venue for functions too small for the City Hall and Civic Theatre.

Although it was not intended at that stage that the facility operate primarily as a commercial facility, it soon became apparent that a facility of this size, quality and location was a regional rather than a local facility. When the Civic Centre was opened, it was second only to Dallas Brooks Hall in terms of size, quality and location, and a popular venue for large events, until it was closed in 2009 for development of the Camberwell Library and council offices, which opened in September 2012.
